Generally the idea  is that you want to  enhance your champions strong points, rather than to shore up their weak ones. So  if  your goal is to get lots of kills, then  go  21/9/0, if your goal is to  survive and get tanky, go 9/21/0. From there there's not really a problem with experimenting with different setups, but  ideally you should  know why you're doing  what you're doing before  you do it, and that  just  takes experience. We  learn best from failure  how to succeed in the future.
