[Plone-UI] how to fix "Not obvious how to edit/publish folder when it has a default page"?

This is already default plone behavior.

I've seen edge cases where somehow a folder isn't published when a default
page is--I think when a default page is set that is already published to a
folder that is not.

In any case, we just need to provide a more obvious UI behind handling
default pages.
