[Plone-UI] External links without world-icon

Isn¹t this controlled by javascript now and able to be disabled via the Site
Setup / Themes area?

At one point, I toggled the ³mark external links² off and it didn¹t take
immediate effect, but restarting my Zope took care of the issue. Might be
worth giving this a try.
