[Plone-UI] Sound mouse overs

Hi, I've been asked to design a web site in a country that has a high level
of illiteracy, so one of the features required is to have a voice describe
the functionality of the navigational elements upon mouse over. 

I'd really like to use Plone to create the site, but I'd like to know if
this is something I could do easily using plone.
