[Setup] Issues resolving images after migration

I figured out my problem.

I made sure that I had Kupu turned on in 4.0 with images showing before
migrating to 4.3.3.
I migrated directly from 4.0 to 4.3.3 with Products.kupu in my buildout.
Before upgrading I had installed Kupu and activated it.
Then I upgraded, deactivated and reactivated.

Images showed.
