[Setup] CSS file does not take presendence

Hello Hernã,

that was my first idea too. In portal_css there is no file lite.css registered, 
so I cannot change the file order relative to this file. ploneCustom.css and my 
css file are registered here. I am not sure by what mechanism the lite.css gets 
into play, but it takes presedence.
