[Setup] Problems coping site to other server

Hi evryone

I have a problem in the server and a change de site to another server. The
site is online and aparently evrything is ok, but it isn't.

The dropdown menu disapear and is only possible edit site in html.

If i create a new site instance the dropdown menu is presente in de new
instance. But in the instance isn't.

How cant i solve the problem?
1 - Ther server is Linux (old - smeserver 7.3, new - smeserver 8.0 )
2 - The old plone server version and the new are the same, 4.1.2
