Absolutely! Even if you know in principle that you need development libraries, 
the Plone world can be very confusing because sometimes things load 
automatically, sometimes they don't. And when you read instructions especially 
about add-ons it is often not clear at what point they refer to a "developer" 
vs. a "release" view of their world. But it is a great world nevertheless. :-)
