That may well be the case.

You can also manually download the egg from PyPI and
put it in a local directory that you list under
'find-links' in the buildout.cfg to see whether
that makes a difference. Note, however, that PFG has
further dependencies that you would need to download
as well if you go that way (TALESField, jquerytools, ...).
Reading PFG's setup.py will tell you exactly what you need.
