[Setup] Creating a buildout defaults file under WINDOWS

There are problems with creating a ".buildout" directory under WINDOWS.
WINDOWS suppose that buildout is an extension to a file or directory name.
And last one is at least demanded.

What has to be done that a default.cfg will be supported ?
