[Setup] how to install downloaded add-on packages with zc.buildout

i find each time i run the buildout,it updates plone and downloads the
packages via internet,i want to install some add-on products which i have
downloaded(e.g. D:\km\plone\qi-livechat-0-1rc1-tar) and don't want it update
plone ,what should i do?
