[Setup] Will unified installer use already provided software

Since the Unified Installer installs its own version of Plone, which
does not interact with the system Plone, it needs all its own site
packages. Thus, it installs its own copies of elementtree, PIL, and a
few other items. These also do not interact with your system python.
