I had the same problem and it turned aut that I had a modified 
hearder.pt. Nowadays ther must be a reference like this in the header.pt
     <metal:css 
metal:use-macro="here/renderAllTheStylesheets/macros/cssrenderer">
         <!-- Fetch stylesheets from the CSS Registry -->
     </metal:css>
