This was someone else' solution:

The proxy destination must be specifically allowed by the httpd.conf file, using
a line like this:

<IfModule mod_proxy.c>
    <Directory proxy:http://localhost:8080/>
        Order deny,allow
        Allow from all
    </Directory>
</IfModule>

Also, Zope 2.1x is not supported with Zope 2.90, try 2.8x or 2.7x instead.
