[Setup] Migration problem 2.0.5->2.1.1: some Portal Folders not converted to ATFolder

In my case they were all created from within the Plone interface using 
Plone 2.0.0final.  Both the "good" folders that are properly marked as 
ATFolders and the "bad" folders (that are still marked as Plone Folders) 
were created the same way over about a year's worth of time.
