[Setup] installing plone 2.1.1 on win32 creates error on plone startup

Hi Plonistas!

I am installing plone 2.1.1 on windows 2000:

Zope starts fine (http:\\localhost:8080\manage)

*Plone won't start: Attibute Error: translation service (Also, an error
occurred while attempting to render the standard error message.)

Any ideas? I went into the ZMI and viewed index_html in the plone site, and
received the same error.
