[Setup] 2.0.5->2.1.1 migration error

Hello all,

Having a problem migrating a 2.0.5 site to 2.1.1 on the Windows  
platform.  Any guidance you could provide would be greatly appreciated.

* installed 2.1.1 over 2.0.5 (i have also tried installing 2.1.1 from  
scratch and moving a copy 2.0.5 Data.fs with same result).
* went to the ZMI.
* migrated the site via portal_migration (no errors reported)

when any page is viewed on the Plone site, i receive:
