This kind of issue with setup tools in Plone 4.1.2 was reported earlier,
google for "broken portal setup import steps". You should consider
upgrading to Plone 4.1.4.

( plain  Plone 4.1.2 + quintagroup.dropdownmenu 1.2.7 installation
successful )
