I found the problem, it was the fake-eggs docutils 0.0 develop egg was
overriding the 0.5 version that setuptools retrieved but one of the
packages requires docutils > 3.? something-er-other. At any rate, I
found that the docutils included with Zope 2 is version 4.0 so I just
specified that in the plone.cfg fake-eggs and everything is happy now.
