GPL is a distribution license. It only applies if you distribute GPL
based software. This would require you to distribute Plone + add-on
combination in some form. Installing it on the server is not
distribution.

If you distribute add-on code WITHOUT Plone you can license it anyhow
you wish as you are not distributing any pieces from the code.

Unless you count imports from Plone namespace as "copyright work".
That is up to court to decide whether import falls under the threshold
of orignality and count as the remix of the orginal work. I assume the
existence of precedent cases vary country by country, but generally
GPL has not been court tested.
