[Product-Developers] Making Navigation portlet show on frontpage after install (preferably with ZCML)

The default setting of the navigation portlet seems to cause it hide itself
by default on the front page.

Going to 'manage portlets' > 'navigation' and setting "start level" to '0'
fixes this.

Is there a way to make the navigation start level default to 1 at install
time preferably with ZCML? Apologies for asking before trying, so I'm off to
try it out now.
