nm, found it at http://svn.zope.org/Products.GenericSetup/ . 
Unfortunately, this means I don't have commit right. Is someone 
listening that would take an upgrade-step.txt and place it in doc/ ?

/me will eventually get commit rights, but is waiting for unemployment 
(coming in August) to sign the contrib agreement without hassle
