[Product-Developers] Translatable vocabularies and neutral language content

I'm creating a product for a multilingual website where not all content is
translated.  That content not translated is considered to be in a "neutral"
language - meaning it should be displayed regardless of what language the
user is viewing the website in.

The product's setup is similar to that of the PloneHelpCenter - there is a
parent folder (always translated) which has two LinesFields - one which
defines a set of sections and another that defines a set of subsections. 
Content within the folders will have fields where multiple sections and
subsections (as defined in the parent) can be selected.  Views are then
generated on the basis of the applied sections and subsections.

My problem is figuring out how to "link" section/subsection terms for
"neutral" language content.  For example, if a content creator adds a new
object from the English interface, they'll select English
sections/subsections.  Since the object won't be translated there won't be
an opportunity to select the translated section/subsection terms; I need to
link the terms between languages, so when a user is viewing neutral language
content in some language other than English the content object will still
appear under the correct translated terms in the views.

It seems like the most obvious solution is to derive vocabularies from a set
of discrete objects from another content type like SimpleVocabulary from
ATVocabularyManager.  I've been working on an ATVM-based solution but
dealing with dynamic vocabularies has been somewhat tricky.  I would also
prefer that my content creators didn't have to go to a separate part of the
site to manage vocabularies, of which they will have quite a few.

I also thought about using a dynamic schema which will add multilingual
fields as necessary, so vocabularies for content objects are derived from a
list of fields in a particular schemata of the parent folder.  But this
seems even more difficult than using ATVM.

Ideally I'd like a solution where everything can be done through a standard
LinesField on the folder object itself.  I'm actually trying to accomplish
this with my ATVM solution, which is what's making it tricky.

If anyone has encountered a similar problem I'd appreciate hearing about
your solution.  General advice would also be apprciated!
