API and Groups and User management

I need to manage users and groups in a dynamic way, I have some examples
about adding users and groups  but not about delete them. I know how to do
it as a manager but I need to delegate these functions to some users who
most manage a little portion of a portal, I most bring them the possibility
of manage their own group without affect other groups. If you know how to do
that or where can I find the solution, please answer fast.
