 A note on some changes I've recently made that relate to this PLIP... I've
 moved @@join_form to @@register, changed text and class names accordingly.
 The "groups" field has been moved to a new view, @@new-user, that is
 intended to be the manager-facing registration form linked from the users
 preferences panel. @@new-user will also display the password fields,
 regardless of the 'Let users select their own passwords' site setting.
