Comment:

 just a quick note for now:  the "risks" section is indeed missing here,
 which is because this was originally a PSPS "focus area" ticket.  i've
 never properly updated it, though, so limi took the short-cut and simply
 turned it into a PLIP (instead of writing a new one :)).  i shall update
 it soon to reflect the proper PLIP structure, though...
