 I want to clarify why I think this needs vetting as an add-on before
 inclusion into core.  The current collection implementation is in
 wide-use in the wild and replacing it wholesale without giving users,
 integrators and add-on developers time to reconcile with a new
 implementation will be too disruptive even for a major release.  Also,
 collections are tricky and I expect there to be unexpected
 interactions that can be resolved during vetting as an add-on.
