 Hmm, we need this, but doing it as an external product is the sensible
 way.  I'll probably say that we ship this as a by-default uninstalled
 product, or perhaps uninstalled for migrations and installed for new
 sites.  Even if this PLIP fails, it would be a very useful 3rd party
 product.
