I agree with some (but not all) of these points. For it to happen, though,
someone needs to write a well-structured PLIP, submit it, prompt it for
discussion and either commit themselves to submitting or find someone else
willing to submit a bundle with the proposed functionality.

This will not happen for Plone 3.0 (sorry). It may be in scope for Plone
3.5.

That said, there is no reason why all of this couldn't be provided by an add
on product (or more likely, several products) for Plone 2.5 and/or 3.0.
Doing so also makes it much easier to submit a PLIP bundle, and having code
in the wild makes it much more likely it'll be accepted.
