Also, turn off unnecessary css and js for unauthenticated users by 
adding "not: portal/portal_membership/isAnonymousUser" to the conditions 
in the css and js registries where appropriate.

generated.css is a particularly good target for this treatment; it's 
huge and its main application is adding content-type icons in 
navigation. There's also no need to send authoring and member support 
css and js to unauthenticated users.
