I've just begun to use the ZohoCRM application which a hosted (ASP) 
solution based on SugarCRM. It's entirely free for up to 3 users 
(usually sufficient for most small orgs).

It has most of the same features that Salesforce has, including a 
web-to-lead contact form which was a snap to setup. It's what is 
powering the contact us form on my company website.
