[Framework-Team] Strategic Sprint: Beethoven Spint May 2020

Hi Framework Team,

we just finalized the dates for our annual Beethoven Sprint in Bonn. We
plan to sprint in the last week of May 2020. We plan to work on Volto and
plone.restapi and we would like the FWT to declare this sprint strategic.

Technically the new REST API team could do so as well but I prefer that the
FWT make this decision.
