[Framework-Team] PLIP for JS/CSS integration

Hey guys

I've been dealing with the best way to integrate mockup on plone, finding
an easy way to make it much closer to Plone and remove the bundling on
mockup so we have a closer aproach.

I've implemented parts of it already on a plip:
