[Framework-Team] New PLIP, please read.

Hi Framework Team, we have been thinking about this with Alan for a couple
of weeks, and after some back and forth, i have submitted a PLIP so we can
discuss it on the next FWT meeting.

This is not final, and is open to opinions on how to handle it... take it
away for good, have an optional turn on / turn off from some configuration
(control panel tool, registry, etc), etc...

I already added it to the PLIP datasheet.
