[Framework-Team] Diazo ZPT fragment support

Sure, we can treat as a separate PLIP if you think it's a bad idea for
4.3. In my mind, it was part of the same stream of work, just
something that I couldn't land in time, but I can see how it's
technically at least quite separate.

In any case, I'd love some FWT input.
