Hi,
Yes, that is what I am referring to: The In Plone Theme editor. I use
it now and can't say how crucial it is to have instant feedback in
order to learn how the rules work. I sincerely hope it makes to the
Plone 4.3 release in March.

Indeed - Plone 4.2 will have it built in. Plone 4.3 will hopefully
have a nice, in-Plone graphical theme editor, if we can finish it in
time. Look at http://www.screenr.com/b1Rs for a quick demo.
