[Framework-Team] PLIP 11300 is ready

Thanks Denys. We are changing the PLIP process now but haven't made official
announcements yet so this is absolutely great. FYI - this is
the proposed new process: http://dev.plone.org/plone/wiki/PlipProcess. We
have a call in a week and a half and will update then.

Framework Team - I haven't made official announcements to any lists because
Mark asked me to wait until they can get official marketing stuff together.
I'll re-poke him on that.
