[Framework-Team] PLIP 11300 is ready

Hello FWT,

In the light of your recent discussion of the PLIP process, I decided
to start avoiding the deadlines and just finished the PLIP 11300
https://dev.plone.org/plone/ticket/11300. As I understand I should
just inform you that it's ready for a review now without need to wait
for a reviewing process for 4.2

Please let me know if there is anything else I should do.
