Minor comment here, I'd prefer reviews be from people not too close
to the PLIP and implementation because the comments from those not
familiar are often the most likely to come up with things no one has
come up with yet.  I think it's very valuable to have the PLIP
proposers/implementers do some of the leg work for getting a PLIP
reviewed, I'd just like to see some guidance given that they should
draft reviewers who have an outside perspective.
