[Framework-Team] trying to improve the process

the latter url shows the current members of the framework team, who  
all also have the right to vote, so yes.

the team doesn't have a leader, just a spokesperson.  however, there's  
discussion of possibly having some sort of leader / co-ordinator for  
future teams to help sorting out logistics and keeping the team on  
track, so to say.

there are no non-voting members, either, like already said above.

the members are the reviewers.  the reviews are the main job of the  
team after all.  but again, it's been suggested to change this in the  
future and have external reviewers, which i also think is a good idea.

as this list is handled by mailman and people are free to  
(un)subscribe any time the like, it would be very difficult to keep  
this up-to-date.  also, many more people read the list through the  
various web archives (there are a few, even though the list isn't on  
all the usual ones), so the list of subscribers would merely reflect  
the list of people being able to post directly without subscribing  
first, which imho is not exactly a piece of useful information... :)

don't get me wrong, but i think there's much, much more to sort out  
for the team than just this page.
