Almost. ;)

What I said was that we follow the golden rule for migrations: don't  
change the user's data/content/setup (with the exception of security  
problems), but give them access to new features and the capability to  
change his settings.

Which means:

- We do not change the current workflow in the site

- But we add in the new workflows as selectable options

Specifically, the (now called) Community Workflow needs a 1:1 mapping to  
the current WF, and shouldn't really change any IDs anywhere.
