no, they're not, of course.  i don't think we would have enforced GMT  
as the deadline here anyway, since we didn't say so when announcing  
the timeline.  however, i'd suggest to be more specific with the  
bundle review deadline, though.  so in case nobody objects that'll be at

     Sun Jan 20 00:00:00 GMT 2008

which is midnight of the night leading to january 20th... :)
