Well, it's in svn.zope.org, and I think that's where it belongs. It's 
part of the Five project and may or may not be shipped with Zope 2 at 
some point. At least it's not Plone-centric or anything.

Becoming a Zope committer is a no-brainer, and with the ZF in place it's 
even politically correct :)
