[Framework-Team] Can the fieldset branch be merged? (PLIP 127)

Hi,

Can we merge the fieldset branch that Florian created? It is likely to  
cause a few bugs here and there with add-on products that we need to test  
and resolve, so the sooner it goes into the 3.0 bundle, the better.
