[Framework-Team] revised PLIP 113: CMF1.6 / GenericSetup

hi all,

i've revised PLIP 113 considerably.  it used to be proposing that the  
next release of Plone depend on CMF 2.0; it's now proposing instead  
that we depend on CMF 1.6, which will be very similar to CMF 1.5  
except that the GenericSetup stuff will be backported.  please take a

(whit, i rewrote this PLIP enough to where i listed myself as the  
proposer and you as the seconder, i hope this is okay with you.   
please feel free to remove yourself as a seconder if it's not.)
