laundry list aka the un-plip

We are going to start a wiki page for getting the needful done.  This is 
guided by plips and bundles but not restricted to it.   this is a fast 
and furious todo list that starts here.

1. what plips haven't been written that should be

2. what needs to be done for currently approved plips
    for Dec 20th alpha

3. what broken windows need to be fixed (where is the stack sucking, 
broken or lacking tests, poor structure, insane code, etc.)

4. low hanging fruit (optimization, use of CA, etc)
