[Framework-Team] Alternative feature focus idea: -1

Per whit's suggestion for list lurkers to comment on the idea that Plone's 
releases alternate UI/backend/UI/backend, I'm -1 here, for a few reasons:

- it's hard to get any marketing around backend improvements; reviews focus 
almost exclusively on screenshot-worthy things. 

- at the same time, reviews will make *note* of speed improvements., 
functional improvements, etc.

So, my fear is that we'd have reviews for only the UI improvement releases, 
and these reviews would never comment on any framework improvements, since 
there weren't any since the last release.

Also, it breaks down: will our next "major" Plone release only have UI or 
framework stuff? Aren't they often deeply connected? What if we have lots of 
great UI stuff ready--do we sit on it for 6 months or more?

I think this is one of those things that sounds good, but has some deadly 
traps.
