+1 for shipping it with Plone, making it the "official" and recommended 
way for 3rd party products and allowing it in tests.

Possible problems with circular dependencies and circular imports (e.g. 
what happens if a package is used by plone.api and uses plone.api at the 
same time. Even if that would work, you probably don't want so tightly 
coupled code).
